Technically, they are not. A computer does not understand the concept of picking a random number. Although, methods have been put in place to generate either true or pseudorandom numbers using algorythems or some sort of physical measurement.
Rolls on this site are indeed as random as a CPU can determine it and in no way are dice rolls manually manipulated. The rolling statistics page will show all of your room's rolls and the entire site's rolls. Even though the odds are very small, it is possible to have the same dice roll three straight times.
